The administrative expansion of the city was important for the city planning development of Brno. Franz Joseph I of Austria approved the inclusion of 27 suburbs into the Brno police district on 6th of July 1850. Brno was no longer a militarily closed city as of 25th of December 1852. A city planning commission was established in 1853 which was to carry out the removal of the fortifications and organise the new construction work. The first plans for expansion of the inner city came about in 1845 according to a design by the regional construction director Josef Esch. His successor Joseph Seifert submitted a new proposal for designing the entire fortified territory in 1855.
